Yes, if the board information and programming/debug access are sufficient for the required work.

Can you develop both PCB and firmware?

Yes. That is often preferable for custom embedded products because the hardware and firmware influence each other.

Can the embedded device connect to a web dashboard or app?

Yes. Connectivity and software integration can be included when required.

Can you help select the microcontroller?
